Who is this qualification for?

The Scottish government stipulates all people who hold a personal licence must successfully complete the SCPLH refresher course every 5 years of the licence issue date to remain valid.

The Licensing (Scotland) Act 2005 requires all liquor licence holders to undertake refresher training within 5 years of the issue of their licence. All personal licence holders must attend a refresher course, sit and pass an exam before the 5 year anniversary of the issue of the licence. They must also submit evidence that the training has been passed to the relevant licensing board within 3 months of the 5-year anniversary.

How long will it take?

To complete this qualification learners should expect to undertake 3 hours of guided learning, typically over a half day.

The qualification covers how to supervise and implement the following components:

 

• understanding the 5 licensing objectives

• the legislation relevant to you as a personal licence holder

• the role of licensing boards

• the key roles and powers of statutory bodies

• the differences between personal, premises and occasional licences

• understanding licensing hours and the law

• how to apply to renew a personal licence

• the law regarding underage sales

Assessment method

This is by multiple-choice examination, in which candidates must demonstrate what they have learned.

Qualification outcome

A certificate will be awarded upon successful completion of the assessment. You will receive a Highfield Scottish Certificate for Personal Licence Holders (Refresher) at SCQF Level 6 certificate.
